Photo EFX is the easiest app out there to create a unique, cool photo. Already linked up with instagram, facebook, and twitter. Just upload or take the photo you want to change, select the filter or filters you want and then use your finger to easily change the photo however you want!
You can apply multiple layer of filters and get creative by scratching the image with your finger to remove parts of the filter.
