You can collect 13,000 Primogem in Genshin Impact 6.3 for your Columbina and Zibai fund

Genshin Impact 6.3 comes with two new 5-star characters and one new 4-star unit. One of the two 5-stars is the long-awaited Columbina, the (former) third of the eleven Fatui Harbingers.

The other persona who debuts alongside Columbina is Zibai. She may not be a familiar name to many Travelers, but she has a large role in Liyue's history. Other than being an adeptus, Zibai is also one of the few surviving angels who didn't get transformed into a seelie.

If neither Columbina nor Zibai appeals to you, the two rerun characters, Ineffa and Neuvillette, are both worth your Primogems. Monsieur Neuvillette is still one of the best characters who can dish out a ton of damage, even when playing solo, thanks to his massive Hydro cannon.

If you're short on Primogem, the Lantern Rite celebration will help you raise the funds required to get these characters. F2P players can get around 13,000 Primogem worth of Intertwined Fates, which translates to around 80 pulls, enough to get at least one 5-star character.
