Every mission begins with a short briefing where you'll learn who you're hunting and where they might be based. From there, you'll travel to their last known location in the shortest possible amount of time by planning your route on the in-game map. This should hopefully allow you to reach your target before they have a chance to make their escape.
Even if you're fast, these guys are often a few steps ahead of you. This means that you shouldn't be surprised to land in one country only to learn that your target is now somehow halfway across the world. You might be right on their tail one moment, but then they outsmart you and hop over to a neighbouring country. It's all about working with the limited information available to you and being as efficient as possible.
