Go pressure mounts to install a system of accountability when the actions of the Super lead to collateral damage. The new status quo deeply divided members of the team.
That would essentially put them under official regulation, not too dissimilar to a police officer. Anyone who refuses to sign up would be considered a rogue hero, and is therefore a threat.
