This is a Subscription with an auto-renew function. When a user decides to initiate a paid subscription, will be able to Create Facility,Define Complaint Types,Accept & Manage Users and Track & Resolve Complaints.

Subscription details: Your subscription will be charged to your Appstore Account. Your payment will continue to auto-renew unless you cancel your subscription at least 24 hours prior to your next renewal date. Subscriptions can be cancelled or managed under your iTunes Account Settings.
