All you have to do is: Swipe to cut the island.

The island part with no human on it will sink
You can't cut the island part that has people on it.
If your cut line encounters the grey obstacles, the island will not be cut off and retain its shape.

If your cut hits the human, Game Over!
If you can make it to the target line on the top bar, Game Clear!
